Cloud secures $5.5 million federal funds for Victoria Regional Airport terminal upgrade

Congressman Michael Cloud has secured $5.5 million in federal funding for the construction of a new terminal at Victoria Regional Airport. The funds are included in the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act for 2026.

The existing terminal is over 30 years old and does not meet current needs for larger aircraft, updated security requirements, or increased passenger traffic. Passengers have experienced cramped gate areas, crowded TSA lines, and limited space for operations.

The planned project aims to build a modern 30,000-square-foot terminal that will better serve travelers from Victoria and nearby communities. The airport provides connections from South Texas to Houston Intercontinental Airport and other destinations nationwide.

“The Victoria Regional Airport is a key economic gateway for our region and needs an infrastructure upgrade to meet modern-day security and service needs of air travel,” said Congressman Cloud. “This funding is a step toward solving real, local challenges. I’m thankful for the county officials and the Victoria Regional Airport who’ve worked hard to move this project forward.”

“We are very excited to hear the good news that Congressman Cloud has been able to include a $5,500,000 Federal Aviation Administration (FAA) grant for our new Passenger Terminal in the House Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2026,” said Lenny Llerena, Airport Director at Victoria Regional Airport. “With the substantial increase in passenger traffic, our 32-year-old Passenger Terminal needs to be replaced with a modern building that can accommodate our passengers and meet the needs of the Transportation Security Administration (TSA). Congressman Cloud’s support for our new Passenger Terminal is greatly appreciated and will help to make it a reality.”

We are fortunate to have a Congressman like him who understands our part of Texas and what we need.”

The appropriations act now moves on to consideration by the full House before advancing to the Senate.

Michael Cloud has represented Texas’s 27th congressional district since winning his first general election in 2018 against Eric Holguin by more than 20 percentage points. He was re-elected each cycle since then: defeating Ricardo De La Fuente in 2020 with about 63% of votes; Maclovio Perez in 2022 with over 64%; and Tanya Lloyd most recently in 2024 with about two-thirds of ballots cast.
